ITCA joins the Government's enablement of the commercial space launches for India, the Government has laid out new space economy at $ 57 billion from 2010 to 2020 with major direct employments in the sector. Efforts by ITCA are to develop India market for new space horizon activities beyond pioneering. The Government strongly welcomes ITCAs commercial timetable for launches with the partnered organisations ITCA is identifying and continues the small satellite applications for this proposal.
ITCA impact assessment for commercial space launches in partnerships the respective departments from the Government in a more detailed monetised cost-benefit analysis for the on-going and future commercial space launches is being undertaken. ITCA has identified the changes required in liabilities, security and re-insurance; focusing mainly on the small satellites where India is at the fore-front. ITCA is also concerned about effective agreement with national organisations, the bodies responsible for development Indian Space Development and also with Indian Legislation for the satellite safety and security, the organisation or body to be agreed upon for partnering.
The purpose of the new space horizon programme will create a legal frame for India to fulfill its obligations with United Nations space treaties. This framework will support any Indian organisation or individual launching, procuring a launch and operating space mission to be licensed. ITCA is in discussion for the legal frame work with the department of space and the legislative organisation to be identified for administration which will be conferred by ITCA. The development of the frame work covers both launch to orbit and sub-orbital space launches- potentially for space tourism, with the provision for grant of licenses, establishment of satellite ranges, applications for specific sector, safety and security.
Establishing India's launch capacity has many challenges, the ITCA time-table set itself with a tight schedule with the institutes, to simulate the market for new space horizon activities in India from 2018. ITCA is aiming to capitalise on India's opportunity to furnish pioneering advantage over the international competitors, while also improving the ITCA share in the national and international space market since technology applications change within the small satellites in no time and there is greater demand for availability for the launches within the Institutes that cannot meet the scheduled time-table.
ITCA with the new space horizon and small satellite sector applications is securing an efficient method for commercialising the activities to be carried out from India in supporting momentum for new space horizon which is very vital for Indian technology, science and business. ITCA is seeking to secure an incentive legislative enablement for the operations from India, the Modified Special Incentive Package Scheme, for developing small satellite range capabilities to specific sector application for use in India.
The direct funding from Modified Special Incentive Package Scheme will be a successful commercial development of New Space Horizon operations with the institutes wanting to establish launches from India. ITCA is keen in licensing the institute operator in hand before launching the small satellite programmes for specific sector requirements. The cost benefits are work in progress- including design, manufacture, test, launch, satellite range, application specific and the tenured time-table for the application.
The meetings held so far by the ITCA committee members include an institute operator to have Institute Learning Identification License includes, to conduct new space launch activities, a network specific, range control, application administration and monitoring. The ITCA Committee recommended that the New Space Horizon programme for institutes and industry will work on institute license for a specific mission. The terms and conditions for institute learning identification license is work in progress by the ITCAs' New Space Horizon experts for regulating the space launches and specific sector application missions.
The programme is to develop 75 Small Student Satellite systems network in order to improve efficiency of communications, monitoring and enabling telemetric evaluations of the office and contribute to mitigation effort of disaster management, forestry management, agriculture, marine and shipping solutions.
The project encompasses of two distinct phases
The programme is led by ITCA with partnering institutions and international agencies, the design and manufacture of the specific satellite mission will be contributed by the partnered institute office into a highly commercial application for a specific sector requirement to efficiently work.
Nearly 26 institutional practitioners India wide tuned in to a pair of international student satellite summits in early September and late November 2018. The events examined the standards all technologies should meet, and defined what is and is not a mission. They also presented the emerging consensus around types of Nano satellite technologies according to their stage of establishment and level of enthusiasm. These clarifications may well play a fundamental role in determining whether these institutions meet international targets to enhance 10% of the small satellite technology by 2022.
The 75 Student Satellite Mission 2022 often looks to establish (and larger) industry participants to support their programmes, whether as investors, advisors, or strategic partners. Similarly, many traditional space organisations see small satellites as less significant part of the future of the industry, both for commercial and government programmes, with investments and strategic collaborations for institutions as the way to remain relevant and enter the new-space race. ITCA is leading and discussing their insights as to the benefits and risks to those collaborations, including observations on the collaborations entered into date with a particular focus on the structuring challenges that new entrants should expect when teaming with an existing, larger, industry partner.
